Phnom Penh (FN), March 14 – Prime Minister Hun Sen ordered the Ministry of Interior and Ministry of Justice to review the case that former opposition leader Sam Rainsy signed an agreement with Kok Ksor, the Vietnamese leader of the Degar indigenous group, in the United States in 2013, speaking at Kompong Cham-Koh Pen Bridge Inauguration Ceremony on Wednesday morning.

The premier questioned if Kok Ksor is a Cambodian, then why did the two have to sign the agreement? Why can’t Kok Ksor speak Khmer?

“Ministry of Interior and Justice have to investigate this case thoroughly in accordance to the legal process. No one has the rights to transfer the Cambodia’s territory to foreigners,” stated the premier.

According to a short video posted on former dissolved opposition party lawmaker Eng Chhai Eang’s Facebook page late Saturday night, Kok Ksor introduced himself in English and said that “I can not speak Khmer”.

Khmer Civilization Expert Roth Sondab said the use of Cambodian flag, Montagnards flag, and American flag indicated that the Montagnards is a sovereign state, as flag is a symbol of sovereignty.

Rainsy admitted last Wednesday in an interview with Phnom Penh Post that he indeed signed the agreement to hand four Cambodia’s provinces, including Ratanakiri, Mondulkiri, Kratie, Stung Treng to Vietnam. Sam Rainsy also showed photos of signing agreement and a meeting between Kok Ksor and Kem Sokha.
