Sihanoukville (FN), July 1 - Addressing to 896 teachers and health officials at Sihanoukville, General Pol Saroeun, Commander in Chief of the Royal Cambodian Armed Forces (RCAF) representing Sihanoukville constituency, urged Human Rights Watch (HRW), who accused the 12 Cambodian Armed Force leaders of violating human rights by its report entitled “Cambodia: Hun Sen’s Abusive Generals” dated 28 June, to study the constitution of the Kingdom of Cambodia.

Article 25 of the Law on Elections of Members of the National Assembly states that “Candidates for election as members of the National Assembly or members of the executive committee of a political party shall not be members of the National Election Committee or Election Commissions”.

Prakas 4.3 of the regulations and procedures for the Elections of Members of the National Assembly of the 6th mandate states that the government official, court official, police, military personnel, members of constitutional councils, members of supreme council of magistracy, or venerable monks could apply for a special permission or temporary suspension until the official result of the election releases by at least 7 days prior to the beginning of electoral campaign.

Elected candidate can also give up their position and that the next candidate on the list will substitute in the National Assembly.

According to Pol Saroeun, under the leadership of Prime Minister Hun Sen, Cambodia achieves a rapid growth in various areas, such as education, health, industry, and infrastructure, especially able to maintain economic growth in circle of 7% annually, thus, promote citizens' standard of prosperity.
