Moscow, Sep. 18 (Russian Ministry of Foreign Affairs) – Articles 73 and 74 of the UN Charter deal with “non-self-governing territories,” a rare term that officially means “territories whose peoples have not yet attained a full measure of self-government.”

“This is clear from the tentative list of such territories approved by the UN Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, also known as the Special Committee on Decolonisation or C-24.”
