Phnom Penh (FN), Aug. 30 – The Council of Ministers adopted draft law on construction on Friday morning at the cabinet’s meeting held at the Peace Palace, presided over by Prime Minister Hun Sen.

Government spokesperson Phay Siphan stated that the purpose of the draft law on construction aims to strengthen the management of relevant stakeholders and all operations of constructions to ensure security, safety, and public order; and to protect the interests of construction owners, consumers, and the public.

Other purposes include effective urbanisation, clean-city development with good environment and public welfare, he continued.

“Construction sector, apart from tourism, agriculture, and industry, has played a key role in economic growth. The development of complex buildings require proper legal instrument, technical standard and regulations to ensure quality, sustainability, and aesthetic value to promote national identity and national harmony,” Siphan stated.

It is worth noting that, besides draft law on construction, the cabinet also discuss draft public investment program three-year rolling: 2020-2022; (3) draft self-assessment report on the review of the implementation of the second round of United Nations Convention against Corruption (UNCAC) in Cambodia.

The cabinet also requests for approval for the legislature to ratify:

(1) Agreement between the Government of the Kingdom of Cambodia and the Government of the Hong Kong Special Administrative Region of the People's Republic of China on the avoidance of taxation and the prevention of tax-related embezzlement; and

(2) Protocol ii on cross-border gateway agreement of the ASEAN framework agreement on the coordination of freight transport.
