Today, the 2nd December is the National Day of the Lao People’s Democratic Republic. It’s my great honor to extend a message on the occasion of the commemoration of the 45th anniversary of the proclamation of the Lao People’s Democratic Republic (2nd December 1975 to 2nd December 2020).

On this joyous occasion, on behalf of the Lao Embassy in Cambodia, I would like
to extend the most sincere greeting to all of Lao people and Lao students, who are living and studying in Cambodia. Taking this opportunity, I also would like to express my heartfelt gratitude to all Cambodian friends for continuing their supports and closed traditional friendly relationship between the two countries.

The achievements made during the past 45 years are attributed to many factors, but the most crucial ones are political stability and social order. This has provided conducive environment for economic growth and steadily improving the livelihood of people, but due to the impact by the Covid-19 pandemic, while the economic and social life is in disarray and further aggravated by severe natural disasters, storms, floods and drought, so the economic growth is expected to go down in 2020, but may be not be negative.

The Lao PDR has adopted very strict preventive measures and achieved quite a good result, with only 39 confirmed infected cases and no fatality. This achievement is partly due to the cooperation and assistance provided by our friendly countries and international organizations. In this regards, we highly appreciated for the invaluable support and contribution of 2 million masks and medical supplies from the Government and people of Cambodia, especially Samdech Techo Prime Minister Hun Sen to share the gestures of friendship.

Laos and Cambodia are neighboring countries with long traditional of solidarity, mutual assistance and friendly relations since ancient times, several generations of both leaders established profound friendship. Two countries established diplomatic relations on 15 June 1956, and having seen the further growing relations of traditional friendship, closer cooperation and people-to-people linkages between the two countries. Both countries have had regular exchange of high-level visits such as at the levels of Heads of State, Prime Ministers, Presidents of National Assemblies as well as Ministerial and sectorial delegations, among others to enhance and deepen mutual understanding, trust and confidence.

Moreover, during the official visit to Cambodia by H.E. Dr. Thongloun SISOULITH, Prime Minister of the Lao PDR, on 12 September 2019, the leaders of both countries decided to elevate these bilateral ties to the Comprehensive and Long-Lasting Strategic Partnership, with a view to ensure development of bilateral relations, and agreed to task the Joint Boundary Commission (JBC) of the two countries to jointly draft of a Treaty on the Demarcation of the Boundary pertaining to segments where both countries have completed 86% of the border demarcation work, and in pursuing the negotiation to resolve the remaining un-demarcated border areas in order to build a common border of peace, friendship and cooperation.

Following by the State visit of H.E Boun nhang VORACHITH, the President of the Lao PDR to Cambodia from 9 to 10 February 2020, the two leaders of Laos and Cambodia emphasized the importance of the elevation of bilateral relations to the Comprehensive and Long-Lasting Strategic Partnership in 2019 and shared the views that it will further consolidate and enhance the bond of amity, the spirit of fraternal solidarity and cooperation in the political-security, economic, social-cultural of the two counties.

Let me take this opportunity to congratulate Cambodia’s success in maintaining peace, stability and continued high economic growth under esteemed guidance of His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI and the right development path adopted by the Royal Government of Cambodia led by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia.
