Phnom Penh (FN), Dec. 24 – Data has been regarded as the new oil, for it has become increasingly invaluable for bolstering growth at both domestic and international levels. It constitutes a powerful tool for driving innovations and development, but it can also pose grave concerns to society if used for unethical purposes.

The application of data is prevalent in various fields and is recently introduced to diplomacy, known as data diplomacy. As of now, three primary concepts of data diplomacy are being explored, namely data for diplomacy, diplomacy for data, and data in diplomacy.

New challenges and opportunities arising from the Fourth Industrial Revolution have called the traditional concept of diplomacy into question. Data are revolutionising diplomacy in the modern era and hinting growing significance of cultivating data diplomats.
