Phnom Penh (FN), Mar. 21 – Cambodian prime minister Hun Sen said that better management will not happen if everything is left at the national level without the transfer of power and authority to the lower one.

The premier spoke on Monday at the official launching ceremony of the national program for sub-national democratic development phase 2.

Cambodia’s effective COVID19 control is resulted from the division of roles and powers to the sub-national level, the premier added.

Samdech continued, "at this point, if something is waiting at the national level and the sub-national level cannot act according to the scope of work and the immediate response, we would not be successful in the way it is today as the pandemic is beyond the control."

He added, by allocating power and authority to the sub-national level, they have put efforts to respond to the call, so that some provinces are able to prevent the spread of the disease at a timely manner.

Samdech proposed to amend the law to determine the number of responsible people within the framework of the provincial and district governors in order to ensure the effectiveness of the assigned tasks.
