Phnom Penh (FN), Jun. 14 – Cambodian prime minister Hun Sen unveiled the content of the draft law on the amendment to the national election law, speaking on Wednesday morning (Jun 14) during his meeting with nearly 20,000 workers in Phnom Penh.

The premier stated that any political parties who follow traitor Sam Rainsy’s order shall be dissolved and those who incite the people not to go to vote shall be fined additional to other criminal penalties.

"According to the right to stand as a candidate at elections, the candidate has to go to vote in the last two consecutive general elections, which were organised by the National Election Committee (NEC), except in cases where the candidate failed to go to vote due to valid reasons," the premier underscored.

According to premier Hun Sen, the new Article 142 shall include a fine of five million Riels (approximately USD 1250 to 20 million Riels (approximately USD 5000) by the NEC for any individual who acts as follows:

- Prevent or incite eligible voters to register to vote or prevent eligible voters from registering on the voter list and the voter list book.

- Cause chaos or abnormal activities in the voter list and the voter registration places.

- Encourage supporters and voters to commit abuses, threats of violence against candidates or other political parties.

- Prevent eligible voters from going to vote.

- Prevent candidates or supporters of political parties from participating in election campaigns as scheduled.

- Loss of confidence in election secrecy.

- Misleading leads to loss of confidence in the election.

- Disrupt the election process.

- Disrupt the counting of ballots.

- Disrupt the order during the election.

- Buy ballots by material or money.

As for the new Article 143, the NEC shall cancel the candidates of the political party or fine them from 10 million Riels (approximately USD 2500) to 30 million Riels (approximately USD 7500), excluding other criminal penalties, for political parties which has committed such offenses as stated in the new Article 142 above.
