(Phnom Penh): Cambodian Prime Minister Hun Manet advised the Legal Reform Committee and all relevant ministries and institutions to establish the National Commission for Legality Protection, in accordance with the Constitution in order to address legal disputes, enhance consistency in law enforcement, and respond to the actual demand for legal security and uniformity.

The premier spoke on Thursday (Jul. 10) at the official launch of the Strategic Framework of the Royal Government of Cambodia's Legal Reform Program, at the Peace Palace.

Samdech Thipadei also urged the Legal Reform Committee and all relevant ministries and institutions must also establish the National Commission on Legal Terminology to ensure consistency in legal language and legal terms across both general laws (lex generalis) and specific laws (lex specialis).

The Legal Reform Committee is led and coordinated by Deputy Prime Minister Vongsey Vissoth, who is also Minister in charge of the Office of the Council of Ministers and Chair of the Law Reform Steering Committee, recently approved for its role.

"The Legal Reform Committee and all relevant ministries and institutions to establish the National Commission for Legality Protection, in accordance with the Constitution in order to address legal disputes, enhance consistency in law enforcement, and respond to the actual demand for legal security and uniformity," the premier underscored.

In addition, Samdech Thipadei Hun Manet advised the Legal Reform Committee and all relevant ministries and institutions must collaborate in an interconnected manner with their respective Legal Reform Working Groups to operationalise the four specialised commissions, using the “Dynamics of Stakeholder System” approach. To achieve the concrete results that align with the programme’s Key Performance Indicators (KPIs), they must also develop an action plan to implement the Royal Government's Four-Phase Strategic Framework for Legal Reform.

The premier also encouraged all ministries and institutions, development partners, the private sector and other stakeholders to engage actively and collaboratively in the reform process. Samdech emphasised that close cooperation within the Legal Reform Programme framework is essential to securing tangible results that advance the overarching goal of strengthening Cambodia’s rule-of-law culture. Samdech Thipadei noted that such efforts are crucial for boosting public confidence and for deepening investor and private-sector trust in Cambodia’s legal system.
