(Phnom Penh): Cambodian soldier Sra Ti, 24, suffered severe and permanent injuries after being shot in the head near Ta Muen Thom temple in Oddar Meanchey province on 29 December 2025, two days after a ceasefire between Cambodia and Thailand took effect.

According to accounts of the incident, Sra Ti was shot by a Thai sniper while stationed along the Cambodia-Thailand border. Believing the fighting had ended, he had earlier called his mother to tell her that he had been granted leave.

Instead of returning home, Sra Ti was rushed for emergency treatment, first to a hospital in Siem Reap and later to Phnom Penh.

He survived the shooting but suffered severe brain injuries and lost his eyesight. He is now permanently disabled and relies on his family for daily care.

The case was later documented by French photojournalist Jean-Luc Moreau Deleris, who spent months reporting on the Cambodia-Thailand border conflict and published his work in late August.

Deleris said the case stood out among the incidents he documented along the border and raised serious concerns about possible violations of international law.

“I took this photo of this young man… a young Cambodian soldier named Sra Ti, [who was stationed] on the northwestern border of Cambodia near Thailand,” Deleris said.

“This photo is particularly close to my heart because after traveling along the front line of this conflict between Thailand and Cambodia for several months, I realised that abuses had been committed by the Thai army—abuses that could potentially be war crimes,” he added.

After studying the soldier’s file, Deleris concluded that the incident was a clear violation of international law.

“It was absolutely evident that he was the victim of what is called a war crime. He was shot by a Thai sniper two days after the implementation of the ceasefire,” he shared.
