(Phnom Penh): 15 Cambodian officials will attend a Certificate Course in New Age Media & IT from 14 to 25 September 2026 at the Centre for Development of Advanced Computing (C-DAC), Delhi.

The specialized programme is being conducted under the Indian Technical and Economic Cooperation (ITEC) Programme, India’s flagship capacity-building initiative, launched in 1964.

Prior to their departure for India, the Embassy of India in Phnom Penh organized an interaction session with the participants and other senior officials from the Ministry of Information and senior representatives of the media. Neth Phektra, Minister of Information, graced the occasion as Chief Guest.

Speaking on the occasion, Ambassador of India Vanlalvawna Bawitlung highlighted the longstanding and growing cooperation between India and Cambodia, particularly in the area of capacity building and human resource development.

Ambassador Bawitlung also underlined the importance of media professionals in highlighting the close and strong relationship between India and Cambodia and expressed hope that the programme will help in this endeavour.

The training programme which is being organised by C-DAC Delhi in collaboration with Indian Institute of Creative Skills will provide participants with hands-on exposure to areas including the creation of short-form videos and VFX-powered reels, soundtrack editing, WordPress development, data journalism, IT and privacy laws, as well as ethical standards and fact-checking.

Participants will also have opportunities to visit newsrooms and gain practical insights into modern media practices.

The Embassy of India remains committed to collaborating with Cambodia in the fields of capacity-building and human resource development through the ITEC programme and other initiatives, while further deepening the close and longstanding partnership between the two countries.

The Indian Technical and Economic Cooperation Programme, ITEC for short, is the leading capacity building platform of the Ministry of External Affairs, Government of India.

Instituted in 1964, ITEC is one of the oldest institutionalized arrangements for international capacity building having trained more than 225,000 officials from 160+ countries in both the civilian and in the defence sector through programmes conducted by over 120 participating institutions in India.

Every year, around 300 officials from Cambodia participate in various training programmes under ITEC.
