Phnom Penh (FN), Feb. 27 – Cambodian prime minister Hun Sen said that United Nations Transitional Authority in Cambodia (UNTAC) failed to end civil wars in the kingdom in accordance with the Paris Peace Agreement's objectives.

The premier spoke at the graduation of more than 5,000 students of National Technical Training Institute, held on Monday (Feb. 27) at OCIC, Phnom Penh.

UNTAC was a United Nations peacekeeping operation in Cambodia from 1992 to 1993 that aimed to bring peace to Cambodia.

"UNTAC failed to achieve an objective of the Paris Peace Agreement, which was to end civil wars in the kingdom. After UNTAC withdrawing troops from the kingdom, the war was still ongoing until 1998]," the premier underscored.

Samdech recalled that Cambodia successfully ended wars in 1998 after he decided to launch the win-win policy in 1996 with three main objectives as follows: (1) to ensure their lives and bodies (the separatists were not arrested and killed); (2) to secure careers (those who were employed during the Khmer Rouge continued to do the same careers); (3) to secure ownership of their properties.

"These three points were convincing enough to overthrow the Khmer Rouge's political and military organization," the premier continued.
