Phnom Penh (FN), Mar. 19 – Cambodian Prime Minister Hun Manet affirmed the importance of two approaches in advancing the Cambodian health sector: the bottom-up and top-down approaches.

The premier spoke on Tuesday (Mar. 19) during the closing 2023 annual meeting of the Ministry of Health at Sofitel Phnom Penh Phokeethra.

Samdech Thipadei mentioned that to further develop the nation, the Royal Government pays high attention to two factors in every sector, such as further expansion of positive achievements and mitigate of negative points. Specifically, the health sector has seen notable progress, with improved capacity to deliver high-quality health services with comfort and efficiency for citizens.

"To increase the positive achievements in the health sector, we focus on enhancing the capacity based on two approaches, the bottom-up and the top-down approaches," the premier underscored.

In this regard, Samdech Thipadei briefed that the bottom-up approach is to enhance the capacity to provide basic services by strengthening the health units from the grassroots level to the high level. The direction of the first approach is to improve the health centre to the district referral doctor is a necessary task, including the quantity and quality of doctors, as well as the quality of medicine and medical equipment.

In addition, the top-down approach should be implemented step by step, particularly to modernize and diversify the medical treatment capacity of doctors at the national, regional, and provincial levels.
