Phnom Penh (FN), Aug. 15 – Cambodian Prime Minister Hun Manet reaffirmed the Royal Government’s strong commitment to enforcing the "Safe Village, Commune, and Sangkat Policy" of the 7th mandate, speaking on Thursday (Aug. 15) during a meeting with Buddhist priests at the National Institute of Education.
Samdech Thipadei also called on Buddhist priests to actively promote moral and virtuous education in religious practice to the general population, particularly the youth, to support the government’s efforts to maintain social order, stability, and peace.
On this occasion, Samdech Thipadei reiterated that the Royal Government remains focused on key priorities, particularly the implementation of the Safe Village, Commune, and Sangkat Policy, which includes:
1. Providing quality, transparent, and trustworthy public services.
2. Eliminating crimes such as theft, robbery, drug-related offenses, illegal gambling, and other criminal activities.
3. Ensuring good public order, especially reducing traffic accidents.
4. Preventing immorality, human trafficking—particularly of women and children—domestic violence, and gang activity.
5. Resolving disputes at the local level with quality and efficiency, outside of the judiciary.
6. Maintaining a clean, beautiful, and healthy environment.
7. Responding effectively and promptly to disasters and epidemics.
"The authorities have been consistently working on both educational and repressive measures, but social moral education cannot rely solely on legal enforcement. Moral and ethical education, often referred to as soft power, is essential for teaching young people the importance of dignity. In this regard, Buddhist priests play a crucial role in educating the younger generation," the premier underscored.
Samdech Thipadei further added that moral education contributes to peace by fostering non-violence and respect for social order. When people live ethically and understand the value of society and culture, they can become important figures in promoting morals and virtues, which is a significant contribution to the Safe Village, Commune, and Sangkat Policy.
