Phnom Penh (FN), Oct. 14 – Cambodian Prime Minister Hun Manet stated that the Royal Government is in ongoing negotiations regarding the highway and railway infrastructure systems to better serve the transportation sector. He instructed the Minister of Public Works and Transport Peng Ponea, along with Neak Oknha Kith Meng, to finalise negotiations and sign a Memorandum of Understanding (MoU) by the end of this year to enhance the railway system.
The premier spoke on Monday (Oct. 14) during the 20th anniversary celebration of Cambodia’s accession to the World Trade Organization (WTO) at Sokha Phnom Penh Hotel.
Samdech Thipadei Hun Manet underlined that the Royal Government is focused on building infrastructure that promotes economic growth and trade. He highlighted that the Royal Government had already launched the Kampot Multipurpose Port and initiated the construction of the Funan Techo Canal, both of which will reduce transportation time, distance, and costs. These projects will also establish commercial zones, logistics centres, and develop new satellite ports.
Samdech Thipadei underscored, "We are negotiating to expand the highway infrastructure system, and we are also focusing on the railway system. Currently, we have a railway running from north to south, but we have provided guidance to the relevant ministries and companies to negotiate an MoU by the end of this year. The railway issue has been stalled for many years, and it must be strengthened—we cannot leave it as it is."
Prime Minister Hun Manet added that there may be future opportunities to expand the railway network, including a potential line connecting Phnom Penh to the east, noting the significant benefits of the railway in reducing transportation costs and improving logistics.
Samdech Thipadei further stated that Cambodia has waterways, and efforts will continue to connect canals from the sea to the rivers. Currently, the Royal Government is seeking individuals to restore the upper part of the river, particularly in Kampong Cham and Kratie provinces, where there is still a significant amount of sand. River restorers are needed to facilitate easier waterway navigation.
Samdech Thipadei also requested that Neak Oknha Kith Meng and Minister of Public Works and Transport Peng Ponea, negotiate and aim to sign a memorandum of understanding on the railway by the end of this year. This would lay the foundation for strengthening the railway system. While it may not be perfect, it is crucial to initiate the process and work on strengthening it in principle.
On the occasion, premier underlined that the budget for repairing the railway includes funds for the initial study. However, it is essential to complete this study properly. He stated that China has provided approximately 300 million yuan in grants for the railway repairs, urging that efforts be made to maximise its effectiveness.
Meanwhile, Prime Minister Hun Manet also revealed that he plans to take an unannounced trip on the railway to inspect its condition. He underscored the importance of the railway in transporting people and goods, as it helps reduce costs and time.
