Phnom Penh (FN), Nov. 22 – Samdech Techo Hun Sen, President of the Cambodian People's Party (CPP) and Honorary Chairman of the 12th General Assembly of the International Conference of Asian Political Parties (ICAPP), reflected on the Paris Peace Agreement, highlighting that UNTAC failed to fully implement their objectives. Cambodia had to take its own measures to end the civil war.
Samdech Techo Hun Sen spoke on Friday (Nov. 22) during the opening ceremony of the 12th General Assembly of ICAPP at the CPP’s headquarters.
"I would like to emphasise that the signing of the Paris Peace Agreements—the primary objective of which UNTAC sought to achieve—was not realised. UNTAC left Cambodia with two separate zones of control and two governments, continuing the conflict. Therefore, the remaining option was for Cambodia to address this issue on its own," Samdech Techo underscored.
On the occasion, Samdech Techo continued that the UNTAC mission, which concluded in 1993 after nearly USD 2,000 million was spent, failed to achieve true success, as Cambodia remained divided and engulfed in civil war. He noted that it was only in December 1998, through the careful implementation of his win-win policy—designed to balance peace, national reconciliation, and transitional justice—that complete peace was finally achieved in Cambodia for the first time in 500 years.
