Phnom Penh (FN), Nov. 29 – On Wednesday, 27 November 2024, Phnom Penh, Kingdom of Cambodia, the International Relations Institute of Cambodia (IRIC) of the Royal Academy of Cambodia and the Institute for Overseas Safety and Security (IOSS) of China, signed a Memorandum of Understanding (MoU) to enhance cooperation in research, academic exchange, and capacity-building initiatives. The signing ceremony took place at the Royal Academy of Cambodia (RAC) and was presided over by His Excellency Academician Sok Touch, RAC’s President, and attended by senior representatives from both institutions.
The MoU was signed by Kin Phea, Director General of IRIC, and Zhou Zhanggui, Director of IOSS. The MOU marks a key milestone in fostering deeper academic exchanges and developing collaborative research projects.
During the signing of the Memorandum of Understanding (MoU), both institutions highlighted the strategic significance of the partnership in advancing academic collaboration and deepening Cambodia-China ties. The MoU was recognized as a pivotal opportunity for joint research on pressing global challenges, promoting mutual learning and knowledge exchange. The collaboration focuses on critical non-traditional security issues and strengthens academic cooperation through joint initiatives, publication exchanges, and the organization of symposia and conferences, thereby further enhancing bilateral relations.
The MoU signing ceremony was held at the closing ceremony of The Third Phnom Penh Forum (PPF3) on “Colour Revolutions and The Evolving Global Order: Challenges to Sovereignty and Democracy” presented by a high-level panel of experts from ASEAN, Russia, China, Bangladesh, Pakistan, Siri Lanka, and beyond, and attended by about 100 scholar participants.
IRIC-IOSS establishes a robust model of institutional cooperation in addressing critical global challenges, particularly in the fields of non-traditional security, geopolitical dynamics, and academic research. The MoU signing strengthens the framework for sustained cooperation, facilitating the production of in-depth research on a wide range of issues, including security, global governance, and regional stability. Both institutions reaffirmed their commitment to advancing joint research initiatives, promoting academic exchanges, and fostering long-term collaboration to enhance their collective capacity to address evolving global concerns.
