Phnom Penh (FN), Dec. 18 – Samdech Techo Hun Sen, President of the Cambodian People's Party (CPP), expressed appreciation for the swift resolution of land issues, as well as the ongoing promotion of land distribution to citizens.

Samdech Techo spoke on Wednesday (Dec. 18) during a closing conference on 2024 achievements and future directions for CPP Mass Movement Committee, held at the CPP’s headquarter.

"I would like to commend the efficiency in resolving land issues, the ongoing promotion of land distribution, and ensuring that land is provided to the people on target," Samdech Techo underscored.

Additionally, Samdech Techo praised the Royal Government for establishing the Alternative Dispute Resolution Committee.

On 26 November 2024, Samdech Thipadei Hun Manet instructed all provincial and capital governors to work diligently to expedite this process according to the planned timeline. He particularly emphasised that for regions where property certificates have already been issued, authorities must accelerate their delivery to citizens. This will ensure people promptly receive their certificates after the Ministry of Land Management, Urban Planning and Construction has dispatched them.

As of November 2024, the Ministry of Land Management, Urban Planning and Construction has aimed to complete land registration to clarify land ownership uncertainties, reduce disputes, and provide legal security and peace of mind to property owners. These efforts contribute towards building a peaceful Cambodian society.

To date, the ministry has measured and registered 7.7 million land parcels and issued 7 million land certificates. An additional 3 million land parcels have been measured, with 590,000 land certificates issued. The ministry expects to measure the remaining 1.5 million parcels shortly. Completing this process will allow the ministry to draft administrative boundary plans, geographical naming plans, infrastructure and public space plans, as well as land use master plans, ultimately supporting the development of citizens' livelihoods.

The ministry is currently surveying, registering, and issuing land certificates for state and collective land, including areas in the Tonle Sap Lake region across six provinces, economic concession land, and pagoda land. Out of 15,690 land dispute cases, the ministry has resolved 14,919 cases, leaving only 1,041 cases outstanding. These disputes are being resolved through the National Cadastral Commission, the National Land Dispute Resolution Authority, the involvement of ministry officials and volunteer lawyers, and collaboration with the Cambodian Farmers’ Community Alliance.
