Phnom Penh (FN), Dec. 30 – Cambodian Senate President, Samdech Techo Hun Sen said that the three guarantees are not explicitly mentioned in the Win-Win Policy agreement in the Kingdom, but the trust in its implementation is more valuable than peace agreements in some countries.

Samdech Techo wrote on his social media on 29 December 2024.

Samdech Techo explained that the three guarantees under the Win-Win Policy are (1) the guarantee of life, (2) the guarantee of career and occupation, and (3) the guarantee of private property.

“Today I learned from Deputy Prime Minister Tea Seiha and General Sok Pheap about the implementation of the Win-Win Policy. In fact, as they noted, the three guarantees are not mentioned in any formal agreement. However, through Hun Sen’s words, ongoing dissemination, and practical implementation, trust has been built, leading to peace, national unification, and territorial unity for 26 years. Counting from the start of the Win-Win Policy’s implementation in early 1996, it has now been 28 years.

Trust in the implementation of Win-Win policy in Cambodia is more valuable than peace agreements in some countries, which are often violated, particularly ceasefire agreements.

Cambodia's war ended without a formal agreement or official documentation, relying solely on mutual trust.”
