Phnom Penh (FN), Jan. 21 – Chea Vandeth, Cambodian Minister of Post and Telecommunications of Cambodia and Ivan John E. Uy, Filipino Secretary for information and Communications Technology held a joint press conference on the "Progress of the Cooperation between the Ministry of Post and Telecommunications (MPTC) of the Kingdom of Cambodia and the Department of information and Communications Technology (DICT) of the Republic of the Philippines" on 20 January 2025.
“Minister of MPTC briefed the press on the work progress of the cooperation between MPTC and DICT on the mutual transfer of digital technology between the two ministries to accelerate the digital government transformation of the two countries. In particular today, technical teams of born countries have met to discuss the transfer of digital technology on two digital applications, namely Cambodia's document verification platform, verify.gov.kh and the Philippines’ eGov SuperApp, scheduled to be launched in early 2025,” according to the press release seen by Fresh News on Tuesday (Jan. 21).
"Minister of MPTC recognises and applauds the Philippines on the significant progress and success in the implementation of the eGov SuperApp, a powerful platform that integrates services from both local government units and national government agencies, Minister of MIPTC highlighted on the strength of the technology and experience of the Philippines eGov SuperApp that the features will significantly contribute to the development of the DG SuperApp of Cambodia. Minister of MPTC highlighted that this cooperation between the two countries on mutual transfer of technology and experiences is essential for this cooperation will (1) accelerate the digital transformation, (2) both countries would have a stronger basis for choosing the right technology to adopt in developing the digital applications based on the exchanges of application development experiences of both countries, and (3) strengthen the diplomatic relations between Cambodia and the Philippines.
Speaking at the press conference, Ivan John E. Uy, Secretary of DICT of the Philippines highlighted on the advantages on the use of the document verification platform, verify.gov.ph, for the Philippines to eliminate the fraud of documents issued by competent authorities of the Philippines and provide ease for citizen usage Ivan John E. Uy further stated that the Philippines had noticed the outstanding feature of Cambodia's verify.gov platform that can verify the authenticity of documents such as the national identification card of the Philippines, Driver's License, Certificate of Civil Status such as birth certificate, marriage certificate, and death certificate as well as diplomas and university certificates of students in the Philippines.
Ivan John E. Uy also noted that this cooperation between MPTC of Cambodia and DICT of the Philippines would establish a foundation for strengthening digital infrastructure, capacity building, and informed decision on digital solutions for implementing digital government transformation. This cooperation has demonstrated the stance and commitment of both countries in driving forward the digital government transformation agenda.
It is also noted that for the successful transfer of technology on developing of the government document verification platform, verify.gov.kh, and eGov SuperApp between Cambodia and the Philippines, both ministries have conducted a rigorous training for both ministries' technical teams on the cooperation of the transfer of technology. During the staging phase, the technical team of MPTC has transferred technology to the technical team of DICT of the Philippines to integrate the standard QR code that can verify document authenticity through the verification platform verify.gov.ph on two types of documents, namely (1) National Identification Cards for Filipino citizens and (2) diplomas and university certificates of students in the Philippines. At the same time, the technical team of DICT also conducted a live demonstration of the eGov SuperApp of the Philippines and held a discussion on key features of the eGov SuperApp so that Cambodia can benchmark to improve the development of DG SuperApp.
On this occasion, both MPTC Minister and DICT Secretary have reaffirmed the cooperation willingness on the exchange of experiences and technology transfer of Cambodia's document verification platform verify.gov.kh and the Philippines' eGov SuperApp with other countries that are interested in these platforms.
Verify.gov.kh is the government's platform developed by MPTC and is aimed at eliminating fraudulent documents, making it convenient to verify the authenticity of the documents. The platform serves as a reliable source to verify documents, saving time and reducing costs as well as promoting digital transformation in line with international practices. The document verification process on verify.gov.kh is done through the standard QR code using the Blockchain technology that is highly secure on each document. The use of QR code in the document does not require the legalization of the printed documents. Meanwhile, the eGov SuperApp is an integrated platform and multi-sector government application combined into a single online system that facilitates citizens to apply for government services.”
