Phnom Penh (FN), Feb. 26 – Cambodian Prime Minister Hun Manet instructed the Ministry of Education, Youth and Sport to collaborate with the Ministry of Public Service in assessing the feasibility of establishing a structured framework for contract-based primary school teachers, with a specified duration of three to four years.
The premier spoke on Wednesday (Feb. 26) at the closing of the 2024 annual meeting of the Ministry of Education, Youth and Sport at the Institute of Technology of Cambodia.
“I have issued an order for the Ministry of Public Service and the Ministry of Education to thoroughly review the framework, considering the conditions for contract-based primary school teachers within a three- to four-year period. This will involve assessing their qualifications and providing short training courses at a certain level to fulfil [the requirements]. The sooner this is implemented, the better,” the premier underscored.
According to Prime Minister Hun Manet, setting a specific timeframe for this framework is a political directive aimed at resolving obstacles, particularly those arising from previous legal regulations. As such, the two ministries have been tasked with formulating a new legal regulation.
Samdech Thipadei stressed that the government's decision to provide a framework for contract-based primary school teachers serves as an additional incentive for local teachers who work diligently to educate and build a strong foundation for students in their communities.
Furthermore, the premier has decided to extend the contract period for contract-based teachers from one year to two years, replacing the previous one-year term. This adjustment aims to ensure the stability of contract teachers' salaries. Additionally, Samdech Thipadei Hun Manet has directed capital and provincial authorities to prioritise the Department of Education when recruiting teachers and to strictly adhere to the Ministry of Education's regulations.
