Phnom Penh (FN), Mar. 4 – Cambodian Prime Minister Hun Manet said that policymaking must be grounded in science rather than emotion, as the Royal Government takes steps to enhance the collection and analysis of institutional data to ensure integrity.
The premier spoke on Tuesday (Mar. 4) during Cambodia Outlook Conference 2025, held at Sokha Phnom Penh Hotel.
On this occasion, Samdech Thipadei shared recommendations to the Cambodia Development Resource Institute (CDRI), urging it to continue strengthening its institutional capacity, particularly in research in order to produce higher-quality studies that benefit both the Royal Government and the general public.
The premier underscored the importance of CDRI continuing its role as a data collection centre and publishing both quantitative and qualitative research. He stressed the need to promote studies that utilise primary data obtained through rigorous data collection and surveys.
In this regard, Samdech Thipadei highlighted that research must be based on collected data rather than speculation. He also emphasised that the accuracy and consistency of primary or micro-level data are crucial for informing policy formulation and ensuring that policy measures are more targeted and responsive to actual needs, in line with the vision of the Royal Government.
