Phnom Penh (FN), Mar. 20 – Cambodian Prime Minister Hun Manet said Cambodia follows a "strengthening over expansion" approach in public administration, speaking on Thursday (Mar. 20) during the closing ceremony of 2024 Ministry of Civil Service annual meeting at Premier Centre Sen Sok in Phnom Penh.

Samdech Thipadei explained that the “strengthening over expansion” approach focuses on restructuring organisational frameworks to prevent unnecessary expansion and avoid overlaps.

Samdech Thipadei stated, “Other countries adopt a 'consolidate to strengthen' approach, cutting in half to strengthen. But Cambodia follows a different model. Our independence relies on the effectiveness of our ministries and institutions, and the success of reforms. Cambodia’s approach is to strengthen, not expand. We do not consolidate to strengthen."

He added that, to strengthen rather than expand, Cambodia does not impose a national framework to reduce ministries. Instead, ministries and institutions remain the same, but they must analyse their functions and make necessary adjustments.

On the occasion, Samdech Thipadei also highlighted that six countries— the United States, the United Kingdom, Pakistan, Malaysia, Vietnam, and Argentina— have reformed their public administration systems by reducing ministries and government officials, adopting a “consolidate to strengthen” approach.
