Sihanoukville (FN), Mar. 26 – Cambodian Prime Minister Hun Manet said that the government is considering orienting 9th grade students to study technical vocational skills, which will earn them a diploma equivalent to the baccalaureate (BACII). This qualification would enable them to pursue further studies in their chosen fields at the college level.

He also emphasized the importance of developing human resources for the technology sector, stressing the need to spark students' interest in these industries from high school.

The premier spoke on Wednesday (Mar. 26) at the official inauguration of the new school building, teachers' dormitory, and management facility at Hun Sen Veal Rehn High School.

Samdech Thipadei Hun Manet said: "I think it’s time to guide students early so they can make informed decisions about their future. We want them to have a clear direction—by the time they finish grade 9, they should know where they’re heading next. That’s why we start explaining the options in grades 7 and 8, engaging both students and parents. Sometimes there’s a misconception that vocational training only leads to becoming a labourer, but that’s not the case."

In this regard, Samdech Thipadei clarified that technical and vocational skills are not just for workers but also include electrical and technological skills that can lead to managerial positions. Therefore, providing clear information to secondary school students and their parents about the value of vocational training is essential so that they can make informed decisions. He added that neither the Ministry of Education, Youth and Sport nor the government will force students into any particular path.

In addition, Samdech Thipadei pointed out that vocational training has been less attractive due to poor system design, creating a dead-end for students. Those who complete grade 9 and enter vocational training are often unable to continue to university because their diploma is considered only at the primary level. Therefore, the new framework must ensure a clear pathway for vocational students to pursue higher education.

With the new diploma allowing vocational students to enter university like grade 12 graduates, Samdech Thipadei urged the Ministry of Education, Youth and Sports to integrate basic skills and general knowledge into the vocational curriculum. This ensures that students pursuing vocational training can earn a diploma equivalent to the baccalaureate, giving them equal access to higher education.

On the occasion, Prime Minister Hun Manet explained that this initiative aims to provide students with more educational choices, offering the next generation opportunities to gain valuable knowledge and skills, particularly to meet the demands of the current job market.

Meanwhile, Prime Minister Hun Manet also outlined the government’s three main responsibilities: ensuring public health, providing education, and creating job opportunities to support people's livelihoods. He explained that the government has consistently prioritized health policies, implemented free vocational training, improved education quality, and expanded job opportunities to ensure social equity. Additionally, he emphasized that the Royal Government must ensure security, stability, and social peace, allowing citizens to live comfortably in society.
