Sihanoukville (FN), Apr. 5 – Cambodian Prime Minister Hun Manet announced that the Royal Government of Cambodia, under the leadership of the Cambodian People's Party (CPP), will not permit any foreign military force to establish bases in the country.

The premier spoke on Saturday (Apr. 5) at the inauguration of Ream naval base and Cambodia-China Joint Logistics and Training Centre in Sihanoukville.

Samdech Thipadei stated that Cambodian citizens who are truly patriotic should celebrate the progress and modernisation of Cambodia's defence sector currently underway. However, he acknowledged that such progress may invite criticism and false accusations against the Royal Government.

Samdech Thipadei underscored, “If you are a true patriot, you should celebrate our achievements. From today, there will be various misinterpretations and attacks. I would like to take this opportunity to make it clear that the Cambodian Government, led by the CPP, has never had, and will never have, any intention of violating the Constitution by allowing foreign troops to establish exclusive military bases on Cambodian territory. This is the truth.”

At the same time, the premier also asserted that Article 53 of the Cambodian Constitution, which clearly stipulates that the Kingdom of Cambodia does not allow foreign military bases on its territory, nor does it permit Cambodian military bases abroad, except under the framework of a United Nations mandate.

There are many countries around the world—including several ASEAN members—host foreign troops. So why is it wrong for Cambodia to modernise its military, build training facilities, and strengthen defense partnerships with China?

Samdech Thipadei questioned why Cambodia—a country still healing from the wounds of war and lagging in military capacity, especially in its naval forces—should be criticised for its efforts to enhance military capabilities. “We want to strengthen our military, improve our equipment and intelligence-gathering capabilities, and train our forces with modern technology. What is wrong with that?” he asked.

Samdech Thipadei further underlined that the development of the Ream Naval Base is not a secret and that the inauguration is a transparent demonstration of Cambodia’s efforts to modernise its defence forces. The prime minister reaffirmed the government’s commitment to strengthening national defense in accordance with the Constitution, and in full respect of both national and international laws.

Samdech Thipadei concluded by underscoring the importance of defending Cambodia’s independence, sovereignty, and territorial integrity. The Royal Government will continue to build a highly professional, modern army that remains absolutely loyal to the nation and its people.
