Kampot (FN), Apr. 21 – Cambodian Prime Minister Hun Manet reaffirmed that Cambodia maintains a neutral and non-aligned foreign policy, emphasising that the Kingdom considers all nations as friends. He added that whether it is “cabbage or beef,” Cambodia accepts both in the interest of economic development and the well-being of its people.
The premier spoke on Monday (Apr. 21) during the inauguration of the Kampot International Tourism Port.
Referring to the state visit of Chinese President Xi Jinping on 17–18 April 2025, Samdech Thipadei addressed commentary suggesting the visit occurred due to China’s trade tensions with the United States, with critics accusing Cambodia of aligning with China in exchange for "cabbage."
“I wonder why people dislike cabbage. They say if we choose America, we choose beef, and if we choose China, we choose cabbage. I see there are supporters on both sides. Some claim beef is tasty, but it’s mostly fat—beware of consuming too much. Cabbage, on the other hand, is a healthy vegetable that promotes longevity. So, if you ask whether Cambodia chooses cabbage or beef—we choose both,” the premier underscored.
Samdech Thipadei mentioned that no country has pressured Cambodia into choosing either meat or vegetables. Cambodia selects both because it prioritises health, which symbolically represents its commitment to economic growth and improving the livelihoods of its people. “Those who choose beef and those who choose cabbage must understand that cows and cabbage are interdependent,” he added.
Prime Minister Hun Manet reiterated that Cambodia retains full independence and sovereignty in making its own decisions and will not submit to pressure from any nation. “There is no beef, no cabbage,” he said. “We take everything necessary to strengthen our nation and ensure greater prosperity for our people. This is the clear and consistent stance of the Royal Government led by the Cambodian People’s Party.
Samdech Thipadei added, “Cambodia is neutral. We do not side with any bloc or nation against another. We view all countries as friends—unlike some politicians who have not even assumed office but have already taken sides.”
