(Phnom Penh): Cambodian Prime Minister Hun Manet highlighted that no matter how smart or advanced artificial intelligence (AI) becomes, it will always depend on human beings—the users—who ultimately determine whether the technology is used for good or ill.
The premier spoke on Saturday (May 3) during his 7th gathering and solidarity dining with journalists at Chroy Changvar International Convention and Exhibition Centre (CCIC).
The premier underlined the enduring importance of journalists in combating the spread of misinformation and fake news. “AI and other technologies are merely tools; they do not cause harm by themselves—it is the human users who define their impact,” he underscored.
Samdech Thipadei added that the need to reinforce ethical standards and accountability among those who disseminate information, noting that these are critical to the responsible use of modern technologies.
Samdech Thipadei raised an example, “No matter how sophisticated a weapon may be, it cannot kill on its own. It is people who decide to pull the trigger or to wage war.”
On the occasion, the premier reiterated that whether AI or digital platforms—such as those accessed via mobile phones—pose a threat is determined entirely by human use. In this light, he recognised journalists as vital actors in ensuring that AI does not become a danger to society and the nation.
He also acknowledged the increasing influence of social media, which now serves as a platform for citizens to voice dissatisfaction with government leadership. He noted a reduction in the circulation of graphic images of traffic accidents, attributing it to the growing professionalism and maturity of Cambodian journalists.
Lastly, Samdech Thipadei stated that a civilised society is not defined by its wealth, but by its depth of understanding, mutual respect, and high ethical standards.
