(Kandal): Cambodian Prime Minister Hun Manet emphasised the importance of strengthening and enhancing the services provided by the National Police Force to make them more streamlined, efficient, transparent, and accountable. This, he noted, is vital to ensure an effective and timely response to the needs and challenges of the public.

The premier spoke on Friday (May 16) on the occasion of the 80th founding anniversary of the Cambodian National Police.

“It is imperative to improve the service delivery of the National Police Force—making it more simplified, efficient, transparent, and accountable—in order to respond promptly and effectively to public demands and challenges. This includes services related to ensuring security, maintaining public order, and providing essential administrative services such as the issuance of official documents under police jurisdiction,” the premier underscored.

Samdech Thipadei further underlined the need for deep and ongoing reforms within the National Police. He stressed the importance of building institutional capacity, enhancing legal knowledge and skills, improving language proficiency, and upgrading information technology competencies. These reforms would help ensure the police operate with professionalism, ethics, and integrity, thereby earning public trust. He also called for a review and restructuring of several key units within the force.

The prime minister also recommended adjustments to the deployment of police personnel at the central level, advocating for the decentralisation of resources to grassroots levels. He noted that administrative police stations, which directly serve the public, play a central role in implementing the “Safe Village-Commune-Sangkat” policy.

Samdech Thipadei further highlighted the importance of merit-based appointments and promotions within the police force, urging the elimination of favouritism and factionalism in these processes.

In addition, Samdech Thipadei Hun Manet stressed the need for the National Police to be capable of fulfilling tasks entrusted by the national leadership, and for each unit to possess the necessary quantity and quality of personnel to execute their duties effectively and responsibly.

He also extended his appreciation to the National Police under the Ministry of Interior for their unwavering dedication and their efforts to strengthen operational capacity. He urged all members of the force to remain patient, committed, and resilient, while continuing to enhance their technical competencies and effectiveness in order to uphold peace, ensure public safety, and contribute to national development. He encouraged continued self-improvement among police personnel so they may serve as a strong foundation and pillar of the country’s progress.

The premier reiterated his confidence in the patriotism, loyalty, and dedication of the National Police Force and pledged his ongoing moral and material support to help build a capable, efficient, and law-abiding force.

Furthermore, Samdech praised the National Police for their active and effective enforcement of the “Safe Village-Commune-Sangkat” policy and their crackdown on various forms of crime—including drug trafficking, human trafficking, online fraud, cybercrime, and juvenile delinquency. He also acknowledged their efforts to improve traffic law enforcement, prevent fires, and maintain peace and security for the people.

It is worth noting that 16 May 2025 marks the 80th Anniversary of the establishment of the Cambodian National Police Force (16 May 1945 – 16 May 2025). The police force, established by the patriotic vision of Cambodia Late King Father Norodom Sihanouk has long played a vital role in upholding the law, maintaining order, and ensuring the safety and security of society.
