(Phnom Penh): The Government of Japan, through its Embassy in Cambodia, signed a grant agreement totalling USD 1,182,658 to support two recipient organisations under the Grant Assistance for Japanese NGO Projects.

The grant agreement was signed on 20 May 2025 by Japanese Ambassador to Cambodia Ueno Atsushi and representatives of the recipient organisations.

The funding will support the implementation the following projects:

1. Project on Developing 4-year Quality Physical Education Teacher Education University through Utilizing ICT’
Grant Amount: USD 618,086

Recipient Organisation: Hearts of Gold (HoG), a Japanese NGO

Under this project, Hearts of Gold will implement various initiatives to strengthen the management systems of the National Institute of Physical Education and Sports (NIPES). These include improvements to the library, international centre, internal quality assurance for teacher development, student administration, alumni support, and security management—by leveraging Information and Communication Technology (ICT).

The project aims to establish a sustainable management structure that contributes to the development of high-quality physical education teachers, in alignment with Cambodia’s Minimum Standards for Accreditation of Higher Education Institutions(MSAHEI).

2. ‘Children and Youth Support by Expanding Access to Lifelong Learning Center (LLLC) in Banteay Meanchey Province, Cambodia’
Grant Amount: USD 564,572

Recipient Organisation: Kokkyo naki Kodomotachi (KnK – Children without Borders)

This project continues KnK’s support for disadvantaged youth—particularly those affected by unstable employment, limited life skills, or who have dropped out of school.

In the first and second years, three new Lifelong Learning Centres were built. In the third year, two additional centres will be constructed and equipped with essential educational materials.

Through the provision of non-formal education, vocational training, and individualised support, the project seeks to equip children and youth with the skills needed to build a stronger foundation for a better future.

Japan’s Grant Assistance for Japanese NGO Projects in Cambodia began in 2002 to support Japanese NGOs in contributing to grassroots development and reconstruction efforts. Since then, the Government of Japan has provided over USD 60 million to support 160 projects, primarily focused on primary education, healthcare, agriculture, and mine clearance across Cambodia.
