(Phnom Penh): The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia presents its compliments to the Royal Thai Embassy in Phnom Penh following a border incident on 28 May 2025. The Ministry expressed regret over the incident and called for a thorough investigation, while reaffirming Cambodia’s commitment to peaceful dialogue, according to the announcement seen by Fresh News on Sunday (Jun. 1).

“The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia presents its compliments to the Royal Thai Embassy in Phnom Penh and, with reference to the firearm hostility at the Cambodia-Thailand border, on 28 May 2025, has the honour to communicate to the Thai side as follows:

1. On 28 May 2025, at 05:30 am, Thai forces unlawfully opened fire on a trench located in Techo Morokot Village, Morokot Commune, Choam Khsan District, Preah Vihear Province of Cambodia, resulting in the unjustifiable killing of a Cambodian soldier.

2. The Royal Government of Cambodia wishes to underscore that Cambodian border troops have long been stationed continuously and peacefully at this position well prior to the signing of the Memorandum of Understanding on Survey and Demarcation of Land Boundary between the Government of the Kingdom of Cambodia and the Government of the Kingdom of Thailand in 2000.

3. The Royal Government of Cambodia wishes to register a strong protest against this unprovoked attack with firearms by Thai troops, which is a violation of Cambodian sovereignty and territorial integrity and the spirit of friendship and good neighbourliness, such as reflected in the MOU of 2000.

4. The Royal Government of Cambodia demands an immediate and thorough investigation into this violent incident and that the individuals responsible for this fatal and unlawful act be brought to justice.

5. Nevertheless, Cambodia remains firmly committed to observing maximum restraint and resolving this issue and all border issues through peaceful and diplomatic avenues using existing mechanisms, including the Joint Commission on Demarcation of Land Boundary (JBC) and General Border Committee (GBC), with view to building a border of peace, cooperation and friendship with Thailand and other neighbouring countries.

The Ministry of Foreign Affairs and International Cooperation avails itself of this opportunity to renew to the Royal Thai Embassy in Phnom Penh the assurances of its highest consideration.”
