(Phnom Penh): In a historic milestone for Cambodia’s legislative and executive branches, the Senate and National Assembly concluded their first-ever joint congress, held over two days from 2–3 June 2025.
This joint congress focused on three key agendas: social protection, the informal economy, and the agricultural system—all of which received unanimous approval.
This historic session was conducted under the presidency of Samdech Techo Hun Sen, President of the Senate, with the participation of Samdech Khuon Sudary, President of the National Assembly; Samdech Thipadei Hun Manet, Prime Minister of Cambodia; as well as members of both legislative chambers and the Royal Government.
During the closing ceremony, Cambodian Prime Minister Hun Manet expressed gratitude for the unanimous support of the government’s decisions, particularly regarding Cambodia’s response to the Thai border conflict that tragically resulted in the loss of a Cambodian soldier.
Prime Minister Hun Manet conveyed deep appreciation to the legislative bodies for their confidence and full support for the 7th mandate government and its priority policy agenda. He emphasized that this trust represents an enduring responsibility and moral obligation for him and his cabinet to continue striving with unwavering commitment to fulfill their noble mission for the nation.
He reaffirmed the government’s strong determination to overcome all challenges, regardless of pressure or hardship, and to serve the Cambodian motherland with utmost physical, mental, and intellectual capacity. He pledged to implement the political platform of the 7th mandate National Assembly for national development and protection.
The prime minister further stated that the Royal Government will continue its historic mission to transform Cambodia into a peaceful, stable, and prosperous nation—an advanced society with vibrant development and improved livelihoods—aspiring to become a high-income country by 2050.
President of the Senate, Samdech Techo Hun Sen, who also presided over the joint congress, highlighted that despite fatigue over the two days, the meeting was a remarkable success. It demonstrated unity in addressing key national challenges.
He expressed hope that civil servants, armed forces, and the general public had observed the range of perspectives—both legislative and executive—shared in addressing critical national issues such as social protection, the informal economy, and agriculture.
Samdech Techo Hun Sen also underscored that the joint congress was widely broadcast to ensure the public was informed of the government’s and legislature’s discussions, reflecting full support and active participation in the work of the Royal Government.
