(Phnom Penh): Samdech Techo Hun Sen, President of the Cambodian People’s Party (CPP), stated that the first-ever joint congress between the National Assembly and the Senate represents a historic milestone that illustrates the functioning of democracy, the rule of law and the responsibility of both legislative and executive institutions.

Samdech Techo spoke at the occasion of the 74th anniversary of the founding of the CPP, held on Saturday morning (Jun. 28) at the CPP headquarters.

According to Samdech Techo, this historic event not only highlights the democratic and legal framework of the nation but also reflects the accountability of both legislative and executive bodies. Moreover, it underscores the close cooperation among institutions in addressing the people's aspirations as the valid holders of democratic power.

Samdech Techo stated, “On 2-3 June 2025, the first-ever joint congress of the National Assembly and the Senate was successfully convened in full accordance with the spirit of the Constitution of the Kingdom of Cambodia. This historic event demonstrated the progress of democracy, the rule of law, and institutional responsibility. It also reflected the close coordination among state institutions in fulfilling the people's will as sovereign voters. At the same time, Cambodia’s foreign relations and international cooperation have continued to strengthen and expand.”

It should be noted that the joint congress, held on 2-3 June 2025, was chaired by Samdech Techo Hun Sen as President of the Senate. The congress was also attended by Cambodian National Assembly President Khuon Sudary, along with the four vice presidents of both chambers and members of the National Assembly and Senate.

This first joint congress in Cambodian history lasted nearly 28 hours over two days and addressed three agenda items: the social protection system, the informal economy, and the agricultural sector. Both chambers fully adopted all three topics.
