(Prey Veng): Samdech Techo Hun Sen, President of the Senate, announced that the National Assembly will hold an extraordinary session on 11 July 2025 to amend the Constitution, allowing for the revocation of Cambodian citizenship from those who collude with foreign powers to undermine national interests.
Samdech Techo Hun Sen spoke on Thursday (Jul. 3) during a meeting with students and teachers at the Chea Sim Komchaymear Education and Training Centre in Prey Veng province.
Samdech Techo stated: “As for the opposition, let it be known: whatever you say, say it. But on July 11, the National Assembly will convene an extraordinary session to amend the Constitution to allow for citizenship revocation. You continue conspiring with foreign powers and working against Cambodia. Watch what happens.”
Samdech Techo Hun Sen clarified that the constitutional amendment was submitted to His Majesty King Norodom Sihamoni by all 125 members of the National Assembly and members of the Royal Government. His Majesty sought the opinion of the Constitutional Council, which advised that such an amendment is legally permissible.
He added that the amendment remains consistent with the foundational principles of Cambodia’s Constitution, namely, a liberal, multi-party democracy, a constitutional monarchy, and a parliamentary system of governance. Cambodia’s monarchy is firmly guaranteed and protected under the Constitution and cannot be replaced with a republic, in stark contrast to some treasonous opposition groups demanding the abolition of the monarchy.
On the occasion, Samdech Techo Hun Sen also warned the opposition that even if the older generation of leaders passes, their successors will continue to defend the constitutional monarchy and the king against the destructive actions of a small group of traitorous opposition members.
On 2 July 2025, the Constitutional Council, chaired by Im Chhun Lim, held a plenary session to respond to a royal letter from His Majesty King Norodom Sihamoni regarding the proposed amendment to Article 33. The Council confirmed the amendment is constitutionally feasible.
On 27 June 2025, Samdech Techo Hun Sen asked Justice Minister Koeut Rith to consider a legal amendment allowing the revocation of citizenship from those colluding with foreign powers. The move followed attacks by overseas opposition groups seeking to undermine national unity amid border tensions with Thailand.
