(Phnom Penh): A legal expert said that cooperation between Cambodian and Chinese lawyers will significantly contribute to the expansion of legal services in Cambodia, particularly benefiting investors and business operators. This collaboration forms part of broader efforts to attract more Chinese investment into the Kingdom.

Speaking at the inauguration ceremony of the Mazu Taihang Cambodia Law Firm on 2 July 2025, Ly Chantola, Secretary of State at the Office of the Council of Ministers, Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC), said that such partnerships between Cambodian and foreign law firms represent a positive step forward. However, he stressed the importance of clearly defining the roles and responsibilities of each party, especially with regard to compliance with Cambodian laws and the regulations of the Cambodian Bar Association.

“As with any cooperation, when two or more parties join hands, we generally see positive outcomes, particularly when the collaboration is proper and well-structured,” he underscored.

Chantola further noted that he had previously visited China to promote Cambodian lawyers. As a result, several Chinese law firms and legal practitioners have since established partnerships with their Cambodian counterparts. Despite ongoing efforts by relevant ministries and the Legal Reform Committee to strengthen the legal framework, he underscored the necessity of foreign cooperation to better support investors and entrepreneurs operating in Cambodia.

Som Chanrady, President of the Cambodia Mazu Association, stated that the primary objective of establishing the Mazu Taihang Cambodia Law Firm is to facilitate and provide legal advice to foreign investors, particularly Chinese partners. More importantly, the firm aims to build trust and provide security for foreign investors, especially Chinese, when doing business in Cambodia.

Kov Kimhak, Head of the Mazu Taihang Cambodia Law Firm, explained that the firm was established specifically to offer consultation, coordination, and legal services to both domestic and international clients—especially Chinese nationals, whom he described as close and strategic partners of Cambodia. The firm focuses on investment, commerce, real estate, and legal representation before judicial institutions.

He expressed his hope that this partnership would contribute significantly to attracting more investment into Cambodia, thereby boosting the national economy.
