(Kampong Speu): Cambodian Prime Minister Hun Manet reaffirmed that the development of human resources remains a vital priority for the country. He emphasised that successive governments, led by the Cambodian People’s Party since 1979, have consistently placed human capital development at the core of national progress.

The premier spoke on Tuesday (Jul. 8) at an inauguration of educational achievements in Kampong Speu province.

Reflecting on the hardships of the past, Samdech Thipadei Hun Manet noted that previous generations were deprived of the educational opportunities available to today’s youth. He explained that, in the aftermath of conflict, many areas lacked even the most basic school buildings and infrastructure, with roads and communities entirely cut off.

“Human resource development is a crucial factor in achieving national goals. Since 1979, successive governments have exerted great efforts to rebuild and improve the education sector. Unlike the present generation, those in the past had little or no access to proper education, infrastructure, or connectivity. Despite Kampong Speu’s great potential, it was unfortunately left behind in terms of development,” the premier underscored.

Referring to a previous meeting with the World Bank’s Regional Vice President for East Asia and the Pacific, Samdech Thipadei Hun Manet highlighted that although Cambodia possesses a large youth population, without adequate skills and capacity, this demographic cannot fully contribute to national development. He noted that the World Bank commended Cambodia for its youthful human resources.

The prime minister stressed the need to empower Cambodia’s young people with knowledge and opportunity. “If our workforce is limited to basic garment-sewing skills, investors will not consider Cambodia for industries such as electronics or automobile assembly. We must build a capable and competitive workforce,” the premier added.

Samdech Thipadei also commended the Ministry of Education, Youth and Sport for its ongoing reform initiatives across successive governments, aimed at strengthening human capital, building a robust education system, and improving the quality of education to enhance Cambodia’s regional and global recognition.

On the occasion, the premier reiterated his directive to continue reforming teacher training institutions to raise the standard of teaching in line with both national and international benchmarks. This includes continuous professional development and the provision of modern teaching tools aligned with contemporary pedagogical practices and digital education.
