(Phnom Penh): During the opening ceremony of the 16th AIPA Caucus, hosted by the Cambodian Parliament, Cambodian President of the National Assembly Khuon Sudary shared five recommendations for building peace and prosperity for citizens, in accordance with the Win-win Policy of Samdech Techo Hun Sen.
The five recommendations raised by the president of the National Assembly at the opening of the 16th ASEAN Inter-Parliamentary Assembly (AIPA) Caucus on 15 July 2025, at the National Assembly were as follow:
First, to promote global peace, we must strengthen global governance and a rules-based international order, as well as reform the international system to be more equitable, just, and inclusive. This year marks the 80th anniversary of the establishment of the United Nations, which has played a crucial role in stabilising the international community. Therefore, we all must respect the UN Charter and protect the UN system.
Second, to promote regional peace, we need a strong regional institution. To date, ASEAN has gained legitimacy and is considered a trusted advocate for open and inclusive multilateralism. We must maintain this positive momentum and be courageous in confronting protectionism and unilateralism, which undermine the multilateral system. We should unite against hegemony and imperialism.
Third, we must restore the spirit of the Bandung Conference. This year marks the 70th anniversary of the Bandung Conference, which brought together leaders from Asia and Africa to discuss from a middle-ground perspective, adopting a centralist approach and building the Non-Aligned Movement. I emphasise that we must adopt a centralist approach to resolve international disputes.
Fourth, AIPA, along with observer parliaments, must be more proactive and robust in promoting parliamentary diplomacy and parliamentary cooperation to strengthen regional and global governance and promote a rules-based international order. In this regard, we should cooperate closely to implement the Universal Peace Charter, adopted last year during the 11th Plenary Session of the International Parliament for Tolerance and Peace (IPTP).
Fifth, we should increase opportunities and create more safe and open platforms for honest discussions and sharing of best practices in peacebuilding and conflict resolution. Cambodia is willing to contribute further to world peace through dialogue and cooperation. For example, Cambodia has shared the experience and best practices of the Win-win Policy, successfully implemented by Samdech Techo Hun Sen.
The Cambodian Parliament is hosting the AIPA Caucus from 14-17 July 2025, at the National Assembly, under the theme "Peace through Dialogue: The Parliamentary Path Forward." The event is attended by leaders, members of the Senate, National Assembly, Royal Government, and delegations from AIPA member parliaments, AIPA observer countries, and guest countries of the host Cambodian Parliament, along with development partners, totalling nearly 300 participants.
The AIPA Caucus is an important annual meeting of AIPA, which serves as a parliamentary forum for ASEAN member states, representing nearly 700 million citizens within the legislative framework. Its purpose is to gather opinions and perspectives from citizens' representatives under a broad vision and close cooperation, aiming to address common global issues affecting Southeast Asia and to promote security, stability, and prosperity for citizens.
ASEAN Inter-Parliamentary Assembly (AIPA) has ten member countries: Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Viet Nam.
