(Phnom Penh): Online fraud is a significant source of instability and hazards both locally and regionally, according to the Royal Government of Cambodia. International criminal organisations have also infiltrated these schemes.
To effectively prevent, suppress, and combat online scams and contribute to maintaining public security and social safety, the Royal Government has issued the following regulations:
1. Governors of provinces and cities, along with the heads of provincial and capital administrative unified command and control committees and provincial and capital police commissioners, are responsible for eradicating all online scam activities within their jurisdictions, in accordance with the law.
2. The Ministry of Interior, in collaboration with the National Police and the General Department of Immigration, shall establish procedures for the legal expulsion of foreigners who have entered or resided in Cambodia illegally, or who are engaged in illegal activities.
3. The General Commissariat of the National Police, the General Department of Immigration, the Provincial Administration Unified Command, the Police Headquarters, and the Military Police Headquarters in provinces bordering neighbouring countries are responsible for preventing, obstructing, and prohibiting foreigners from illegal crossing of land borders within their respective geographical areas and jurisdictions.
4. The National Committee for Maritime Security, the General Commissariat of National Police, the General Department of Immigration, the Provincial Administrative Coordination Command, the Navy Command, and the maritime police department are responsible for preventing, obstructing, and prohibiting foreigners from illegally crossing the marine border within their respective geographical areas and jurisdictions.
5. The Ministry of Justice shall instruct the courts and the prosecution offices attached to the courts at all levels to pay close attention and be highly responsible in implementing laws related to the suppression of fraud using technology systems by applicable laws and procedures, and provide legal support to law enforcement institutions and units in operations as necessary.
6. The Commander-in-Chief of the Royal Cambodian Armed Forces, along with the commanders of the Army, Navy, Royal Cambodian Military Police, Special Forces Command, Bodyguard Command, National Anti-Terrorism Special Forces Command, and Brigade No. 70, shall prepare the necessary forces, resources, and materials to support operations upon receiving directives.
7. Ministries, specialised institutions, and the National Centre for Information Technology are required to collaborate and actively participate in the fight against online scams.
8. The Commercial Gambling Management Commission of Cambodia shall enhance the management and supervision of all licensed casino or gaming centres, ensuring full protection from: (1) online scams; (2) kidnapping, torture and illegal detention; (3) human trafficking and all forms of sexual exploitation; (4) arms trafficking, illegal arms storage and use; (5) illegal force deployment through private security firms and armed police forces; and (6) illegal trafficking, handling and storage of drugs and narcotics.
9. The governors of provincial and capital administrative committees, the heads of provincial and capital administrative unified command committees, provincial and capital police chiefs, and commanders of relevant units and ministries must diligently and responsibly enforce this regulation.
Failure to comply with the regulation or to cooperate in its implementation may lead to evaluation for appointment, transfer, or removal from office.
All ministries, institutions, the National Maritime Security Committee, the Secretariat of the Commission for Combating Online Scams, the Unified Command, provincial administrations, relevant units, and authorities must implement this order with the utmost diligence and efficiency from the date it is signed.
