(Phnom Penh): May 13, 2026 marks an auspicious occasion for the peoples of Cambodia and the Russian Federation - the celebration of the 70th Anniversary of the establishment of Diplomatic Relations between the two countries. Over the past seven decades, Cambodia and Russia have cultivated an enduring relationship grounded in mutual respect, trust, and a shared commitment to peace, stability, and prosperity.

Diplomatic relations between the two nations were formally established during a period of profound geopolitical transformation. A particularly memorable milestone was the visit of His Majesty the Late King-Father of Cambodia, Norodom Sihanouk, who, as the Head of State of the Kingdom of Cambodia, travelled to the Soviet Union in July 1956, shortly after the establishment of formal ties between our two countries. Since then, the foundation of Cambodia–Russia relations has further strengthened, characterised by goodwill and steadfast cooperation. This long-standing connection has enabled both countries to maintain constructive engagement across various sectors.

Historically, the former Soviet Union played an important role in supporting Cambodia's socio-economic rehabilitation in the aftermath of its liberation from the genocidal Pol Pot regime in 1979, for which Cambodia remains grateful. From educational exchanges to technical assistance, more than 8,000 Cambodian students have pursued higher education in the former Soviet Union and the Russian Federation, and many alumni now serve in leadership positions across sectors in Cambodia. These human resource development initiatives have contributed meaningfully to Cambodia's nation-building efforts and have fostered a generation of professionals who serve as a bridge between the two countries.

In recent years, Cambodia and Russia have continued to strengthen their cooperation through regular high-level exchanges and interactions. Bilateral visits and consultations have reinforced political trust and provided platforms for discussing regional and global issues of mutual interest. Both nations share a commitment to multilateralism, respect for international law, and the peaceful resolution of disputes, principles that underpin the diplomatic engagement.

High-level exchanges of visits between leaders of both countries have laid a strong foundation of mutual political trust and mutual respect. In 2015, Dmitry Medvedev, then Prime Minister of the Russian Federation, paid an official visit to Cambodia.

In return, Samdech Techo Hun Sen paid an official visit to Moscow and Sochi in 2016. These official visits and high-level engagements have strengthened bilateral relations and expanded collaboration between Cambodia and Russia.

Economic cooperation between Cambodia and Russia holds promising potential. Institutional mechanisms, such as the Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation, serve as vital platforms in paving concrete pathways to unlock shared opportunity in areas of mutual interest. In April 2025, Cambodia co-chaired the 11th Session of the Intergovernmental Commission with Russia and charted the future direction for deepening cooperation in various fields.

Despite the geographical distance, Cambodia remains an attractive and increasingly popular destination for Russian tourists, with visitor numbers rising year by year. Last year alone, Cambodia welcomed more than 66,000 Russian tourists.

The Russian Culture Day, organised on 28 March 2026 by the Russian Embassy in Phnom Penh in collaboration with the Ministry of Culture and Fine Arts, added a vibrant highlight to the commemoration of the longstanding friendship between the two nations. The event showcased the rich cultures and traditions that both nations share and celebrate together.

On the international stage, Cambodia and Russia maintain close cooperation and mutual support. Through regional frameworks such as the ASEAN-Russia Dialogue Partnership, both sides have strengthened collaboration across areas of shared interest. From 2021 to 2024, Cambodia served as Country Coordinator for ASEAN-Russia Dialogue Relations.

In this role, Cambodia drove dialogue and cooperation between ASEAN and Russia, including by facilitating high-level discussions and the implementation of joint initiatives across the political-security, economic, and socio-cultural pillars, contributing to a more cohesive, resilient, and forward-looking ASEAN-Russia partnership for the mutual benefit of both sides.

The enduring friendship between Cambodia and Russia stands as a testament to the strength of diplomatic relations built on mutual respect and shared interests. Over the past seventy years, both nations have consistently demonstrated their commitment to dialogue and practical cooperation, overcoming challenges and embracing opportunities together.

As we move forward, Cambodia and Russia reaffirm their common resolve to further strengthen bilateral ties for the benefit of the two peoples and for the promotion of peace and stability in the region and beyond. In this spirit, the two countries are well-positioned to deepen their partnership by expanding cooperation into emerging areas, such as digital innovation, climate resilience, and sustainable development.

The 70th anniversary is not only a celebration of shared history but also a reaffirmation of a partnership that continues to thrive. With a solid foundation and a shared vision for the future, Cambodia and Russia are poised to advance their relationship to new and meaningful heights in the years to come.
