(Phnom Penh): Cambodian Prime Minister Hun Manet said Cambodia’s tax authority is among the most flexible and accommodating in the world, highlighting its willingness to engage in consultation and mutual understanding with taxpayers.

Speaking during the inauguration ceremony of the new headquarters of the General Department of Taxation on Thursday (May 21) in Phnom Penh, the premier compared Cambodia’s approach with the strict enforcement model used by the US Internal Revenue Service (IRS).

“I concur with Kong Vibol that no tax authority is more approachable than Cambodia’s, where constructive discussions and mutual understanding are encouraged,” he stated.

He noted that in the United States, the IRS strictly enforces regulations with little room for negotiation outside the legal framework, while Cambodia’s tax administration continues to adopt a more flexible approach during its transitional reform phase.

However, the prime minister cautioned that such flexibility is temporary and should gradually evolve into a clearer and more standardised system based on shared understanding of tax obligations and responsibilities.

He said the long-term goal is to ensure consistent, fair, and transparent implementation of tax laws between tax officials and taxpayers.

On the occasion, Samdech Thipadei also underlined the importance of cooperation among the General Department of Taxation, businesses, and tax intermediaries, grounded in professional ethics, competence, and accountability.
