(Phnom Penh): Samdech Techo Hun Sen, Senate President and Acting Head of State, stated that areas such as Boeung Kak and Boeung Tamok have been transformed from underutilized land into key drivers of the capital’s growth.

Speaking during a visit to the new headquarters of the General Department of Taxation (GDT) on Tuesday (Jun. 2), Samdech Techo said Boeung Kak would have become little more than a wastewater discharge area had it not undergone redevelopment.

“If Boeung Kak had not been developed, what would it be today? It would simply be a place for wastewater disposal,” he said. “At the time, many people criticized the project, but today they acknowledge its beauty.”

He also addressed ongoing development around Boeung Tamok, stating that the area was historically a floodplain rather than a permanent water reservoir and has since evolved into a growing urban district.

Reflecting on Phnom Penh’s history, he noted that large parts of the capital were once flood-prone wetlands that were gradually reclaimed and developed, particularly during the reign of the late King Father Norodom Sihanouk.

He added that even areas surrounding the Independence Monument, including the vicinity of his residence, were once covered by lakes and forests.

On the occasion, Samdech Techo Hun Sen further highlighted the transformation of Chroy Changvar, which he said was once dominated by water spinach fields and woodland but has since become a modern urban centre capable of hosting major international events.
