(Kazan): Cambodian Prime Minister Hun Manet reaffirmed Cambodia's unwavering commitment to its long-standing relationship with Russia, stating that Phnom Penh's position remains unchanged despite evolving geopolitical landscape.
His remarks were made during a bilateral meeting with Russian President Vladimir Putin on the sidelines of the 35th ASEAN-Russia Commemorative Summit in Kazan on Thursday (Jun. 18).
Addressing President Putin, Samdech Thipadei congratulated Russia on the successful hosting of the summit and conveyed greetings from King Norodom Sihamoni and Senate President Samdech Techo Hun Sen. He also extended congratulations on Russia's recent National Day celebrations.
The Cambodian premier noted that 2026 marks the 70th anniversary of diplomatic relations between Cambodia and Russia, describing it as a significant milestone in the two countries' shared history.
"Over the past seven decades, Cambodia has attached great importance to its traditional friendship and long-standing cooperation with Russia," Prime Minister Hun Manet said. "We always remember with deep gratitude the invaluable assistance and support provided by the former Soviet Union during one of the most difficult periods in our history, following the fall of the Pol Pot regime in 1979."
He also expressed appreciation for Russia's continued contributions to Cambodia's socio-economic development over the years.
"Despite the changing geopolitical landscape, Cambodia's position on its relations with Russia remains unchanged," the prime minister said. "Based on political trust, mutual support, respect and shared interests, Russia remains a long-standing and reliable partner of Cambodia."
The prime minister further praised Russia's role in regional and global affairs, including its support for the United Nations, efforts to amplify the voice of the Global South, and initiatives to strengthen ASEAN-Russia connectivity.
Samdech Thipadei said he looked forward to further discussions to elevate bilateral cooperation to a higher level.
During the meeting, President Putin highlighted the strong historical ties between the two countries and noted that bilateral trade grew by 2 per cent in 2025. He acknowledged that the figure remains modest compared with the potential for economic cooperation and said both governments are working to expand trade and investment links.
President Putin also emphasised growing cooperation in business, education, culture and human resource development. More than 8,000 Cambodian citizens have graduated from Russian universities, while around 160 Cambodian students are currently studying in Russia under various scholarship programs.
The meeting underscored the enduring partnership between Cambodia and Russia as both countries commemorate seven decades of diplomatic relations and seek to broaden cooperation across political, economic, educational, and cultural sectors.
