(Phnom Penh): Cambodian Prime Minister Hun Manet claims that the government restricts civil society organisations, saying it fully supports groups that operate transparently, effectively, and in the public interest, citing PSE (Pour un Sourire d'Enfant) as a leading example.
The premier spoke on Thursday (Jul. 2) at the celebration of the PSE's 30th anniversary in Phnom Penh.
Samdech Thipadei Hun Manet said Cambodia has thousands of registered associations and non-governmental organisations, many of which work closely with the government.
He added that organisations making genuine contributions, particularly in education, vocational training, and human resource development, have the government's full support. He highlighted PSE's three decades of helping disadvantaged children through education, skills training, and employment opportunities.
At the same time, the prime minister said fundamental freedoms extend beyond freedom of expression to include access to education, healthcare, and social support, adding that organisations delivering these services play a vital role in advancing human rights and improving people's well-being.
He questioned whether organisations that provide education and vocational training, such as PSE, are less valuable than groups that focus primarily on criticism and complaints, arguing that genuine civil society organisations are those that improve people's lives by delivering meaningful services.
"Freedom and human rights are not limited to the right to criticise or protest," he said. "The right to education is a human right. The right to healthcare is a human right. The right to social welfare and well-being is also a human right."
He added that organisations expanding access to education, healthcare, and skills development play a vital role in promoting freedom and human rights, stressing that "knowledge itself is freedom."
On the occasion, Samdech Thipadei Hun Manet also called on civil society organisations to strengthen cooperation with the government and development partners to address social challenges and contribute to Cambodia's continued development, reaffirming the government's support for sincere and constructive initiatives that benefit the public.
