(Kandal): Cambodian Prime Minister Hun Manet announced eight measures to clear bottlenecks in land title processing and accelerate the issuance of land ownership certificates nationwide.

Speaking at a land title distribution ceremony in Kandal province, he said the measures were developed after consultations with relevant ministries and public feedback.

The key measures include:

1. Centralised land database to improve data sharing and speed up processing.

2. Faster follow-up with property owners who have not completed required procedures.

3. Solutions for land documents held by banks and microfinance institutions as loan collateral.
 
4. Suspension of the 100% late stamp tax penalty until the end of 2027.
 
5. Tax exemption on multiple past ownership transfers from 2017 through July 2026, requiring only the final owner to pay.

6. Revised tax calculation for developed land, based on the actual year of construction with proper certification.

7. Review of higher land registration service fees under a 2026 regulation to reduce costs for citizens.

8. Full stamp tax exemption for eligible front-line military and police personnel, subject to verification of their service.

On the occasion, Samdech Thipadei also underlined that the reforms aim to reduce delays, ease financial burdens on citizens, and speed up the nationwide land registration process.
