(Phnom Penh): Cambodia reaffirmed its commitment to strengthening international cooperation to combat technology-based scam crimes, highlighting the growing global threat posed by online fraud networks.
Chhay Sinarith, Senior Minister in Charge of Special Missions and Chairman of the Secretariat of the Commission for Combating Online Scams (CCOS), made the remarks during a courtesy call and working meeting with Thomas Andrews, UN Special Rapporteur on the situation of human rights in Cambodia, on 29 July 2026.
During the meeting, Chhay Sinarith outlined the background of technology-based scam operations, emphasising that such crimes have become a global challenge affecting countries around the world. He reaffirmed the Royal Government of Cambodia's strong commitment to preventing, suppressing, and eradicating technology-based scam crimes.
Alongside law enforcement operations, Cambodia remains committed to protecting the safety and well-being of both Cambodian and foreign nationals. While effective enforcement requires strict adherence to legal procedures, he said humanitarian principles must also be upheld to ensure victims do not suffer further physical or psychological harm.
On the occasion, the senior minister noted that Cambodia has provided assistance to foreign nationals who were deceived or trafficked into the country to participate in scam operations and has worked closely with foreign embassies to facilitate their safe repatriation.
He also reaffirmed Cambodia's readiness to strengthen cooperation with partner countries and international organisations to prevent more people from falling victim to technology-based scam networks.
For his part, Thomas Andrews welcomed the establishment and mandate of the Commission for Combating Online Scams (CCOS), noting that it reflects Cambodia's commitment to tackling technology-based crime. He also expressed interest in learning more about the country's ongoing crackdown and its results, while voicing hope for continued dialogue and cooperation between both sides.
