(Siem Reap): Cambodian Prime Minister Hun Manet reaffirmed Cambodia's full commitment to working closely with ASEAN member states, the Plus Three countries, and dialogue partners to turn regional agreements into concrete action for the benefit of the people.

Speaking on Wednesday (Aug. 5) at the opening of the 23rd ASEAN Conference on Civil Service Matters (ACCSM) and the 8th ACCSM+3 in Siem Reap, Sadmech Thipadei Hun Manet welcomed the progress made under the ACCSM and ACCSM+3 Work Plans 2021-2025 and expressed support for the new 2026-2030 Work Plans, the ASEAN Statement on Promoting Innovation for Better Public Service Delivery, as well as the adoption of the Terms of Reference (TOR) for the ACCSM and the Rules of Procedure (ROP) for the ACCSM+3 Senior Officials Meeting.

“Cambodia strongly supports and remains committed to working closely with all ASEAN Member States, the Plus Three Countries and dialogue partners to transform these documents into concrete actions,” the prime minister said. He welcomed Cambodia's appointment as the rotating Convenor of the ASEAN Network of Public Service Training Institutes for the 2027-2028 term.

Reflecting on Cambodia's public administration reforms, Samdech Thipadei said the country's transformation is rooted in a unique journey of recovery, nation-building and peacebuilding. He noted that Cambodia rebuilt its institutions from the ground up after 7 January 1979, culminating in the Win-Win Policy of former Prime Minister Hun Sen, which ended decades of civil conflict on 29 December 1998.

Addressing the delegates, Prime Minister Hun Manet said the hard-won peace has become the cornerstone of Cambodia's stability, providing the vital bedrock for modern public administration, national reconstruction, and long-term economic development.

“That journey of recovery and peace is the foundation from which Cambodia's reform efforts have grown, and it continues to shape the philosophy that guides us today,” he said, stressing that the ultimate goal of public administration reform is to improve the welfare of the nation and its people.

"Although we come from different countries, I strongly believe our core principle is the same, that is: to devote ourselves to serving the people with unwavering sincerity," the prime minister added.
