(Phnom Penh): As Cambodia’s economy and legal system continue to develop, legal professionals increasingly need more than knowledge of legal rules. They must be able to analyze complex problems, navigate evolving areas of regulation, communicate effectively in English, and provide practical solutions in domestic and international contexts.
The English Language-Based Master of Law (ELBML) Program at the Royal University of Law and Economics (RULE) is designed to meet these changing professional demands.
This two-year Master of Laws (LL.M.) program combines advanced legal education in English with practical training, academic research, and exposure to contemporary legal practice in Cambodia, while offering dual-degree pathways in the United States.
Tailored to Cambodia’s legal and professional context, the curriculum covers key areas of corporate and commercial law while incorporating international and comparative perspectives.
Courses are taught by experienced legal practitioners, academics, researchers, arbitrators, and professionals from the public and private sectors.
Through case studies, legal writing, problem-solving exercises, role-plays, simulations, and research, students develop the practical skills needed to apply the law in professional settings.
As Professor Margaret J. Ryan, Director of the ELBML Program, explains: “In choosing our faculty members, ELBML gravitates toward legal practitioners so that the classroom and reality of contemporary legal practice are brought together.”
Students may pursue either the coursework track or the coursework-thesis track. The coursework track emphasizes contemporary legal practice and includes an analytical research paper, while the coursework-thesis track combines advanced coursework with intensive research mentorship leading to a master’s thesis.
Learning at ELBML extends beyond formal coursework. Regular master’s research support sessions and peer-review meetings guide students through the research and writing process.
The program also organizes expert-led training on communication, networking, time management, career planning, stress management, and mental health and well-being to support students’ academic and professional development.
Students may participate in field studies, institutional visits, legal seminars, professional workshops, and national and international moot and mediation competitions.
ELBML supports student teams in competitions such as the NCAC Commercial Arbitration Moot, the UPICC International Commercial Arbitration Moot, and the Mediate Wise International Mediation Competition.
These experiences allow students to apply legal knowledge to realistic disputes while developing their research, negotiation, teamwork, and advocacy skills.
ELBML also provides pathways to international academic exposure. Through ELBML-RULE’s partnership with the University of Akron School of Law in the United States, qualified students may pursue either a dual LL.M. pathway or an ELBML LL.M.-Juris Doctor (JD) pathway.
Students may also apply for international exchange opportunities available through RULE’s institutional partnerships and partnerships established specifically for ELBML.
The program’s national and international engagement further connects legal education with professional practice and wider legal developments. In September 2025, ELBML-RULE entered into a Memorandum of Understanding with the International Institute for the Unification of Private Law (UNIDROIT), a prominent independent intergovernmental organization based in Rome that develops international instruments and principles to modernize and harmonize private and commercial law.
The partnership provides a framework for academic and research cooperation in areas of shared interest.
ELBML has also collaborated with the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI), a Sweden-based academic institution affiliated with Lund University that advances human rights through research, education, and institutional cooperation.
This collaboration has included the development and classroom piloting of Cambodian case studies on responsible business conduct, together with field-based and experiential learning.
Recent activities included a field study with Amru Rice (Cambodia) Ltd. in Kampong Thom and a workshop at the University of South-East Asia (USEA) in Siem Reap on business and human rights, ESG, and human rights due diligence.
At the national level, ELBML works with legal practitioners and law firms to strengthen the connection between legal education and practice. One example is its partnership with Sok Siphana & Sethalay Law Office, which supports knowledge exchange, experiential learning, professional development, and students’ professional readiness.
Admissions Information
Applications are now open for the 2026 ELBML intake. Entrance examinations will be conducted on September 18, September 25, and October 5, 2026.
Up to 10 merit-based scholarships, each providing a 30% tuition reduction, are available to qualified applicants. The scholarship application deadline is 11 October 2026, and the enrollment deadline is 14 October 2026.
