(Phnom Penh): Cambodian Prime Minister Hun Manet underscored digital transformation as a key pillar of Cambodia’s efforts to modernise public administration, strengthen national resilience, and deliver more efficient, transparent, and accessible public services.

Speaking at the opening session of ISC-2 in Phnom Penh on Thursday (Aug. 27), the premier the premier said Cambodia is using digital technology to make public services more efficient, transparent, and accessible.
 
He said national resilience requires strong institutions, economic stability, and the capacity to withstand economic, social, and institutional shocks.

Despite severe external pressures, Samdech Thipadei Hun Manet said Cambodia has maintained macroeconomic stability while accelerating economic diversification, strengthening domestic production, and investing in logistics, energy security, and connectivity.
 
He added that economic growth must reinforce national resilience while ensuring that opportunities reach people in both urban and rural communities.

The prime minister also highlighted investment in education, technical and vocational training, healthcare, and digital skills, stressing that the country's long-term strength ultimately lies in its people.
 
He said these investments are intended to equip Cambodian youth with the skills needed to adapt, innovate, compete, and face future challenges with confidence.

Samdech Thipadei Hun Manet also emphasised the importance of protecting vulnerable populations from economic and social shocks, noting that Cambodia has expanded social protection coverage from 3.3 million people in 2017 to approximately 8.5 million in 2026.
 
Turning to climate resilience, the premier called for greater international support for developing countries as they confront the growing impacts of climate change.
 
“Developing countries need fair access to climate finance, technology, and institutional capacity to protect their populations while pursuing a just green transition,” he said.
