(Phnom Penh): Cambodian Senate President Samdech Techo Hun Sen proposed establishing a parliamentary ceasefire observer team to work alongside existing mechanisms, strengthen international monitoring, and help prevent border clashes from escalating into prolonged conflicts.

Samdech Techo delivered an opening address on Thursday (Aug. 27) at the Second Inter-Parliamentary Speakers’ Conference (ISC-2), under the theme “Solidarity for Peace and Shared Prosperity: Strengthening International Law and Peaceful Resolution of Conflicts.”

“We could consider establishing a parliamentary ceasefire observer team, working alongside existing mechanisms, to ensure robust international monitoring and prevent small-scale border clashes from escalating into prolonged wars,” Samdech Techo said.

The Senate president underscored the importance of upholding state sovereignty, territorial integrity, and the peaceful settlement of disputes in accordance with the UN Charter, ASEAN Charter, and parliamentary instruments such as the Universal Peace Charter.

He also proposed creating an international network of eminent parliamentary mediators, enabling experienced parliamentarians to intervene swiftly, facilitate dialogue between conflicting parties, and help prevent minor confrontations from developing into wider conflicts.

He emphasised that such a network should operate under a flexible mandate, allowing mediators sufficient freedom to respond quickly without being constrained by the political sensitivities and rigid protocols often associated with traditional state-to-state diplomacy.
