(Phnom Penh): Neth Savoeun, Deputy Prime Minister and Vice Chairman of Cambodia’s Commission on Combating Online Scams, outlined three key measures to disrupt online scam networks: prevention, strict law enforcement and stronger international cooperation.

Speaking at the closing ceremony of the International Conference on Combating Online Scams (ICCOS-2026), Neth Savoeun said prevention requires greater public awareness of evolving scam tactics, including fraudulent calls and messages, fake investment schemes, suspicious high-paying job offers, romance scams and attempts to steal personal data.

In Cambodia, he said the Ad Hoc Commission has prioritised prevention through educational workshops, public awareness campaigns across traditional and social media, and community outreach programmes.

Second, the deputy prime minister underlined that rigorous law enforcement remains critical to dismantling criminal networks, requiring sustained crackdowns, investigations, prosecutions and strong penalties.

He said the Royal Government of Cambodia has intensified enforcement over the past year through arrests, prosecutions and deportations, alongside technical measures to disrupt scam operations, tighter administrative controls over high-risk locations, and stronger governance and anti-corruption measures.

Cambodia has also strengthened its legal framework to combat online scams, he added.

“These strict legal measures are Cambodia’s strong shield against online scams, and they must continue to be enforced until this crime is completely eradicated from Cambodia,” he said.

Third, the deputy prime minister described international cooperation as indispensable, noting that online scam criminal networks operate across countries, regions and continents, exploiting technological advances and jurisdictional boundaries.

He therefore called for stronger, faster and more effective international cooperation, particularly through rapid information sharing and mutual assistance between countries.

On behalf of the Royal Government, Neth Savoeun thanked partner countries and international organisations for cooperating with Cambodian authorities through information sharing, joint investigations, forensic assistance, extradition and deportation, as well as specialised training for law enforcement officials.

He expressed confidence that sustained international cooperation would further strengthen collective efforts to disrupt criminal networks and combat online scams.
