(Phnom Penh): Neth Savoeun, Deputy Prime Minister and Vice Chairman of Cambodia’s Commission on Combating Online Scams, called for stronger and faster international cooperation to disrupt transnational scam networks.

Speaking at the closing ceremony of the International Conference on Combating Online Scams (ICCOS-2026) on Thursday (Sep. 24), Neth Savoeun urged participating countries to strengthen information sharing, mutual support and coordinated action against online scams.

“I encourage all delegates to maintain the strong friendships we have built, continue sharing information and experiences, strengthen solidarity and mutual support, and, most importantly, continue cooperating to disrupt the chain of online scams,” he said.

Neth Savoeun urged countries and relevant institutions to build on partnerships established during the two-day conference and translate shared commitments into concrete action against transnational scam networks.

He also welcomed their support for the Phnom Penh Declaration adopted at the conference. He expressed hope that its joint implementation would strengthen collective efforts to disrupt criminal networks and ultimately eradicate online scams.

Hosted by the Royal Government of Cambodia on September 23-24 under the theme “Acting Together towards Breaking the Chain and Eradication of Online Scams,” ICCOS-2026 brought together governments, international organisations, law enforcement agencies, financial institutions, technology companies and other stakeholders to discuss coordinated responses to the rapidly evolving global threat of online scams.

Discussions centred on three main objectives: deepening understanding of the evolving online scam ecosystem, strengthening international cooperation and multi-stakeholder partnerships, and exchanging experiences and best practices.
